Richard's practice involves all aspects of government contract, commercial contracts, conflict management systems design, and ADR. More specifically, his practice focuses on the formation and administration of contract relationships through the utilization of a
proactive approach of addressing the objectives of the relationship, requirements for successful performance and the resolution of disputes. Richard has been an in-house and outside legal consultant to senior corporate and government management and has provided legal analysis that focuses on the business objective of management. Richard strives to be considered an "asset" rather than "expense" for his clients.

Richard has extensive experience in negotiating complex business issues involving high technology and major weapons systems contracts, contract compliance issues, and resolving both internal and external disputes involving the business organization. Richard has reviewed and negotiated multi-million dollar solicitations, proposals, equitable adjustments, terminations and other related government acquisition and commercial-based contract matters with a number of government agencies and subcontractor/vendors. He concentrates on the legal issues facing a corporation doing business with the government or its prime contractors in the areas of construction, high technology, major weapons systems, and information/communication technology. Mr. Busch has worked with corporations, the DoD, and other government agencies in the highly structured areas of classified contract. As a result, he has gained a wealth of unique experiences in dealing with authorities pertaining to these agencies. Mr. Busch focuses on solid small and regular size companies doing government businesses at any tier.

Richard was a qualified neutral in mediation proceedings by the Minnesota Mediation Center for Dispute Resolution and The Dispute Resolution Institute at Hamline School of Law. Richard has also received training in representation techniques at the Pepperdine University School of Law, Institute for Dispute Resolution, and has completed courses on ADR techniques and systems design from Harvard University Law School and CDR Associates.

Along with being a combat arms officer, while serving in the United States Army Judge Advocate General's Corps, Richard was both a prosecutor and a senior government procurement attorney.

Prior to entering private practice, Richard was the General Counsel of a multi-billion dollar product area with a Fortune 50 defense contractor and legal advisor to the Director of Contracts at the National Security Agency (NSA). Richard earned an L.L.M. (Government Contract Designation) from The George Washington University Law School; L.L.M.-Government Procurement Law, a J.D. from Hamline School of Law, and a B.A. from Westminster College, Fulton, Missouri.
